R1 on first starts to run and rounds second base, batter hits ball that was dropped by outfielder R1 thinks ball was caught retouches second on his way back to first, outfielder retrieves ball throws to second baseman standing on bag, second baseman then throws ball back to pitcher, R1 realizes ball was dropped advances to second safely why is this not a force play. Happened in a college game over the weekend.

Umpire explanation, since runner touched second base the force is off. He must then be tagged out to complete the play.

Once the runner retreated back to first, his touching of 2nd base reinstated the force.

The force is reinstated when R1 retreats past 2nd base, even if he misses it.

This was a college game? If everything happened as described, that is really bad.
