Getting rid of a pitch

I have heard the quote many times when a hitter with 2 strikes is able to just get rid (foul) of a borderline pitch. Is this something a player can practice or is it just something you learn over time or is it luck, etc.

Thoughts?

On an outside pitch you aren't sure about, you can just wait longer and foul it off by loosely holding the bat. There is always a risk of missing the pitch or popping it up though. You can practice doing this by moving away from the plate while in the batting cage.
