I think under 3 seconds is OK. I timed simmons in a highlight video and the times I got were between 1.8 and 2.8 seconds. Most of the plays were diving or in the hole plays though and on slow rollers he usually was below 2 seconds. Hard to find videos of mlb routine grounders.
I don't think it means anything because the distances a shortstop throws aren't consistent. Catchers can measure it because the distance is basically the same for everyone. As a shortstop, I think velocity is probably more important.
