Is there any level of baseball where a pitch that hits the ground and then hits the batter not a HBP?

Maybe some kids in the neighborhood play with it like that....along with 4 fouls you are out, hits to right are automatic outs, ghost runners....etc...(but it isn't baseball)

How can we really know? The major rules in Calvinball are:
You never play the same way twice.
Rules ares added or changes spontaneously.
Not all parties must agree to a rule or a rule change.
Kinda sounds like how some states implement FED.
