Son throws high inside FB that hits batter (0-2 pitch). I'm sitting high and off to the side and can't really see any angles.

Umpire invokes a 'new rule' about leaning into a pitch and orders the batter back to the plate with a 1-2 count.

My son says he was on the plate and actually leaned over the plate. He says the base umpire (right behind him) called the same thing. I heard the home plate umpire claim (during the heated argument) that if the pitch was six inches lower, it've been strike three. I knew this, if its a strike, its a strike no matter who it hits. The batter did a good job of looking like he was pulling away from the pitch while sticking his elbow/fore arm out there. He had me fooled.

Is there a new rule? What is the proper call?

It's not a new rule and not really a POE. It is in the clinic and the penalty is listed as a "clarification."

That said, it might be new to that umpire.

FED 7-3-4 A batter shall not permit a pitched ball touch him.

Guidlines include "did the batter increase his profile to the pitch", e.g. stiking out an elbow or knee, or when turning his back to the pitch, step towards the plate.

Kill the ball on contact, then call the pitch, be it a strike or ball. If ball four, he gets first, at to some in the stands it will look like a HBP. (But it isn't)

If it's strike three...he's out. Anything in between strike three and ball four, he gets to stay at the plate.
