In a HS game there are Runners on 1st and 2nd who are off with the pitch. Batter hits a groundball to the Third baseman who knocks it down and than begins to run to 3rd base for the force. He than realizes that it is too late and throws late to first base and the ball goes out of play. The umpire first rules runners on 2nd and 3rd, one run in but than changes the call to runner on 3rd 2 runs in stating that the throw was the second play. Was the act of taking a couple of steps towards 3rd base correctly called 'the first play'

Though his definition was correct, this was indeed NOT the 1st play.
I would question his placement of runners, as the award should have been TOT (time of throw) by placing BR at 3rd and scoring 2 runs, he is saying that R1 had reached 2nd and BR had reached 1st before TOT. That sounds far fetched, but, HTBT.

And the B/R was awarded 3rd? Was the DC then awarded an early seat on the team bus?

Sounds like the umps, in determining where to place the runners, may have considered the position of the runners at the time the ball entered DBT rather than when it was released by F5. That would be protestable.
