Batter hits a single with runner on first so now the other team has runners on first and second. The field is wet from an earlier rain so we tell our pitcher to check the ball to make sure it's good. He looks at it and then tosses it to us in the dugout to rub with a towel. Well neither ump had called time and neither runner was paying attention. Our catcher asked the plate ump for a new ball and he got one then threw it back to the pitcher. Game resumed although time was never called.

I wouldn't mess with this play. If the OC has a problem I will tell him I had time. Wet weather, especially up in the NW, makes spring baseball difficult enough. This is not the situation that was envisioned when the rule was written so lets just play ball. Lets manage the game and not look for piles of do-do to step in.
