Does your school system have open enrollment? I know in the city of Louisville in Kentucky lies in Jefferson County. They have school districts with bus routes but if you want to go to school across town then you are able to if you can get the transportation. On one stretch of road there are two schools about 5 or 6 miles apart. One is great academically / athletically and the other is your stereotypical innercity school. The lower end school is actually in a better neighborhood than the better school but somehow the better kids go out of neighborhood to the good school. Because of that I can't see the situation changing.

That might be the case here.

No, I don't.
Suggesstion, play your best for a starting spot and don't worry about who is zoned for the school and who is not. If they are legally allowed to attend and play, that's not your concern how they got there.
If you think considering options will make a difference, the grass isn't always greener on the other side.
