If a batter hits a ground ball to third and the 3B charges it and the ball takes a real bad hop and hits him or it bounce over him is it officialy an error or a base hit?

Probably a hit but I don't score. I think they give a hit if it beyond normal effort to field it. I'll others that know a lot more than me give you the real answer.
If it takes a real bad hop it's a hit. A real bad hop wouldn't qualify as normal effort as it would be a difficult play.
Here is one we argued about - hot smash to 3rd - hits 3rd basemens glove (not to his left or right - straight at him) and pops out 4 to 5 feet in front of him.....fields ball, perfect throw but runner beats it out. We scored it an error but felt bad because hitter just absolutely clocked the ball

catcher09 scored it correctly, If the ball is hit right at you and you misplay it allowing the runner to reach base, its an error. How hard it is hit is not relevant. It's hit right at him and does not catch it, its an error.
I am assuming we are talking about a HS level of play or higher. Normal effort becomes somewhat judgemental, but one expects players in positions other than the pitcher to handle balls right at them (even hard hit line drives). Pitchers get a some forgiveness because they are much closer, and not always in the best of fielding positions due to their follow through.

NHF - that basically was what we thought
If the ball took a bad hop then it's a hit.
nd - no bad bounce or anything...imagine a ball hit in the air that would have been an easy HR - ecept in was a scorcher to 3rd - hit 3rd basemens glove square but because of its force popped out 4 to 5 feet in front of him - probaly no big deal for MLB but for HS it was tough.
