All programs work around their conference schedules, set a year or two, maybe more in advance and all non conference games are set in advance of that schedule, with many being regionally or state located.  Most northern programs come south to play until the colder weather subsides.  These also are set well in advance of each season.

Not all schools have their out of conference schedules locked in two years out like.  Not even the Power 5's.  Here is an interesting website I stumbled on  couple of years ago.  Go to the open dates tab and you will see that there are a lot of schools still searching for games for next year.  I have no idea when it was last updated, but it has changed since the last time I looked at a month or two ago.

Good site but only a handful out of the approx 300 D1 programs available.
