Runner on first heads to second on pitch. Pitch is a curve in the dirt, blocked by catcher, but no play on the runner.

Is this a stolen base? If not, what is it?

Similarly - 1st and 3rd situation where 2nd base is given to runner with no throw. I've heard "catcher indifference" on this, but don't know if that is an official scorers term or just something announcers say.

How about if catcher tries to pick off runner at 3rd on a 1st/3rd situation, giving up 2nd base? Fielders choice?

The first situation is a stolen base. You don't presume an out on a steal attempt, so you don't score a PB or WP if the runner was moving already before the ball got loose.

Catcher's indifference is a real scorer's term but its use is discretionary with the scorekeeper. It is meant for those situations where the runner gets the base because the defense truly didn't care. The strongest case for CI is when it's the last inning with a big lead and the runner practically walks to the next base because the pitcher isn't holding him at all or the catcher doesn't bother with a throw.

In most 1st/3rd situations I would give the runner a SB, but again, it's the scorekeeper's discretion.
