1 game per week sounds very conservative, but it depends on how many pitches are thrown. There are several sites online with recommended pitch count limits for youth pitchers, asmi.org is a good one. There's a link to such information, their recommendations for a 13 year old are 75 pitches per game max, 125 pitches per week, 1000 pitches per season, and 3000 per year. Other sites also give recommendations for days off between pitching, normally about 4 days.
Your son, need not pitch every week in the off-season, but he should throw everyday.

At 13, in the off-season I had my son playing on Saturdays and Sundays in two different leagues. But every parent is different.

It is more important that he have a regular daily (light) weight training regimen that he does to strengthen his arm. Running everyday is important, or at least every other day to build stamina and strengthen his legs.
