Can anyone tell me the protocol if a courtsey runner is used under HS ruler (National Federation rules). That is, who get credit for the steal or run scored???

Depends on who is keeping score! 
I don't like the rule either, but you have to look at it much like a pinch runner. PR gets the credit for the steal and run scored.
