Quality Start is an over rated stat at the MLB level. I think it should be 7 IP with 3 runs or less. With that flavor, I offer the following suggesting with the caveat that I don't think its a meaningful stat:

In HS ball, I would suggest 4 innings pitched and leaving with a lead or giving up 2 runs or less, is a quality start.
