I coach a juniors team. Last game the opposing picture started his windup with both feet on the rubber, then stepped with his free foot (his left) towards first base placing it down off to the first base side and well in front of the rubber. Is this legal? Normally I am in favor of just letting the kids play but this particular opposing manager was insisting that my players were balking on nearly every pitch and he insisted that I was not allowed to return my starters into the game in any spot in the order even though the requirements for reentering them had been satisfied, I.e., the subs had completed 6 outs and batted once. We play this team twice more this season and I want to make sure that the games are fair.
