This came up in a practice yesterday. Runners on 1st and 2nd, no outs. Batters hits a popup and is immediately called out due to infield fly. R1 went part way and the pop up was dropped by the 2nd baseman. R1 headed back to first. 2nd baseman threw ball to 1st baseman who just stepped on the bag. R2 remained on second.

My understanding is that the runners are free to advance at their own risk. My opinion on this play was that R1 would need to be tagged to be considered out. One of the coaches thought a tag needed to be applied and the other thought touching the bag was sufficient. Please educate me.

R1 would have to be tagged in this case. Once the fly was dropped, the "appeal" at 1B can't happen.

After the umpire calls it, the batter is out, and the runners are free to advance (indeed, at their own risk) in the hope that the fly may not be caught, or they may retouch and advance after the ball is caught. There's no situation on a dropped infield fly where a fielder touching a base would result in an out. If the fielder had caught it, then the appeal would be in effect and the runner would've been out.
