With R1 on 2nd BR hits a single to F9. The throw home almost hits the on deck-batter who went to get the bat out of the way (up the first base line about 3 feet) The catcher still caught the ball in the air and B1 had already slid safely into home. PU then calls intereference on the on-deck batter for the 3rd out.
Correct call?

As described, no.

What would need to happen for it to be interference on the on deck batter?

Intent to interfere.

Intent is not needed for a situation like this. 7.11 says nothing about intent. Only if he hinders the fielder.

The OP sounds like a nothing call to me. HTBT I guess to see what may have caused PU to call it.

Question for the OP. Did the on deck batter hinder F2's attempt to catch the ball (ie. touch the ball or cause F2 to take a different route to the throw) in anyway before the runner scored? And, was there a possibility of a play if it occurred before the runner scored?
