It isn't consistent with what we have been taught. If he is on the base and isn't intentionally interfering then he should be OK. Now in this play he simply turns his back and does nothing. I assume the umpire is saying by doing so it is indifference which can be construed to be intentional.
The problem is, if it is intentional interference, the batter is also out (2 outs). There is no way there can be only one out on this play. It's either none or two.
