It can never hurt to start contacting coaches early. However maybe you should wait until you see where you fit in on the team. Do you know if you will be starting in the spring? Are you having success this fall?

If you have success on this JUCO team I'd assume your coach will help you with getting to a four year school. If the coach has been around a while he should know quite a few 4 year coaches.
It depends as usual on so many different things on when you would contact a 4 year school. Some juco players have interest in them from 4 year schools from the time they get to juco because the 4 year school coach may have had a hand in placing them at juco. Some create interest in the fall as they play their fall schedule. I would talk to your juco coach and see what plan he may come up with for you.

Personally, I would wait until you play before you contact anyone. It doesn't matter what you were told, results are what matters.

I agree with TPM. Those of you who read the hitting section here know that I'm a hitter, not a pitcher (so I defer to others on that).

BaseballPhenom, you need to realize that the mechanics you use now may not work at a D-1 because of a number of factors.
