Can a high school player help an instructor give lessons and get paid for it? Is this against NCAA rules for accepting money? Thanks in advance. If so what about working as umpire for younger leagues and getting paid?

I don't know about the first part, but umpiring is okay.
No rule against it. The important thing, and this applies to any job (or purported job), is that you get paid a wage that matches your responsibilities, and that you actually do the work.
Taking a "job" that pays $30/hour or needs only a couple of hours per week to earn $200 per week is a no-no. It doesn't matter what kind of job it is.
