Is this obstruction?

Runner attempts to steal 2nd and ball pitch is fouled off. Next pitch runner attempts to steal again and reaches base safely. Shortstop tells runner ball was fouled off and runner is tagged out returning to 1st. Is this obstruction on the shortstop?

In FED ball this is verbal obstruction.
