From various websites:
Action Sports Co.: Windscreens serve to break up gusting winds and allow for even airflow. They give fields a professional appearance and increase playing pleasure.

CoverSports: Use windscreen to enhance the look of plain, chain link fences, prevent unwanted onlookers, block wind around the dugout or other distractions. It provides an excellent visual background for players and can also be used to wall-off special field sections or unsightly areas.

outfieldfencing.com: SuperScreen© easily attaches to any fence and will provide shade, block wind disturbances, add privacy, add security and will provide an excellent visual background for players. SuperScreen© is ideal for outfield fencing, backstops, or anywhere you need a visual barrier. Adding a solid or semi-solid background to your athletic field fencing will reduce visual distractions and increase visibility, while also eliminating unwanted onlookers. When hung on an outfield fence SuperScreen© provides an excellent backdrop to enhance "batter's eye".

Wizard Sports: Windscreen is ideal for outfield fences, backstops, or anywhere you need a visual barrier. When hung on the outfield fence it provides a solid background; reducing visual distractions, increasing visibility and eliminating unwanted spectators. Excellent as a "batter's eye" to help the batter track the pitch.

VictoryStore.com Block out unwanted wind, sun glare and distractions with windscreens.

Highland Products Group/Baseball Fences: A player crashing into the outfield fence may be a highlight on SportsCenter or American's Funniest Videos, but not at your facility. Outfield baseball windscreens help the outfielders in pursuit of the long fly ball to judge his distance to the fence. Highland Products Group offers Closed Mesh windscreens, knitted windscreens, open mesh windscreens and PVC coated windscreens.

Covermaster: The main purpose of windscreens is to provide for wind and noise reduction. Increased privacy, better player focus and improved facility appearance are further benefits.

Allcourtcovers: Batters pick up the flight of the pitch much easier with our "batter’s eyes".

Yes. There are several times each year when balls that bounce out are called HR's and HR's are called ground rule dbls when there is no wind screen. Also it helps the outfielders when tracking back for fly balls. Sometimes its hard for them to judge the distance to the fence when running back. And it helps like a batters eye as FF stated. I hate to play at parks that do not have wind screen. And lastly it just looks a lot better.
