I have noticed that HYP tends to hold closer to the 7-8 players per year than the other Ivy schools.
I agree that is the norm, but Princeton had 4 last year and 9 this year!

Relative to this topic, gist was that each school sets its overall limit of slots. Football is carved out at 30. Then the other coaches make their case to the AD for the rest of the available slots.
Criteria AD will use are roster spots that need to be filled as a result of graduation/attrition, success of the program, fundraising performance, and other stuff.
Not all coaches want to grab for every slot they can get. Take baseball for example. Travel squad is limited to 20, or 22 when playing 2 or more doubleheaders on the same trip. Penn has a roster of 34. That means 12-14 kids are gonna be left behind on every trip. Some will probably dress only for home games all year. Some coaches don't think that is good chemistry and shoot for squads in the 27-29 range, even if they could have negotiated for more. Translates into 7-8 recruits per year.
