We live on the Alabama / Mississippi line (tornado alley) and I understand that Mississippi JUCO schools are limited on the number of out of state players they can have on their roster. (3 or 4 if my information is correct)My question is "Is this true for all JUCO's in every state?".

So far, this year, there have 4 or 5 Alabama JUCO's drop their baseball programs. Therefore my son is wanting to open his radius up to include the surrounding south east but I was wondering what the restrictions will be.

yogi, welcome. And, I dont know about "restrictions" I think schools might have internal policies more than restrictions. What I would do is this:

go to the njcaa website (google njcaa baseball) and go through a few rosters of where your son might want to go. See who is on the roster from in state and out of state. Also, click on the "letters of intent" link. You will see who is signed and where they are from for next year.

While I can find LOTS of information on recruiting timelines for NCAA, NAIA etc. I cannot find the same for JUCO.
My son is a 2012 LHP that is choosing to go the JUCO route for mutiple reasons (am still surprised the number of negative comments we get about this decision). He has reached out to several Mid Atlantic JUCO's with limited responses. Is it too early in the JUCO cycle for them to be recrutiing for his graduating class?

JUCO's generally recruit very late. Often the fall through winter of a senior's HS year.

We were very happy going the JUCO route, but my son's primary goal is to play baseball. He has played and played virtually every inning possible. So, for my son it has been a very good experience. He is now a Junior at a strong DII heading to the regionals.

That is what I figured. 2013 Son will be going JUCO and hopefully will be playing. I always figured they recruited late as they probably need to see what is left after the D1 and D2 schools are done. My guess is they like to leave room for studs who may not otherwise qualify for D1 or decide to play a year then get drafted.
