Some might say talent, but I would disagree... just as there's DIIIs that could beat many DIs in the NCAA division, so is there in NJCAA. The primary difference is in athletic funding. DIs are allowed to fund up to 24 full rides. How those 24 are used depends on the region. Some include housing and some don't. Also, some DIs aren't able to fully fund all those scholarships neither. As you go to the other divisions, the funding is less, thus the scholly would probably be less. Again, it all depends on what the school funds though as to what they're able to offer.

Did you mean JUCOs - I thought D1s are 11.7

Sorry Dave... maybe I'm confused. My answer was in regards to DI JUCOs. I thought that was his question, but maybe he meant NCAA DIs, etc. being compared to JUCO?
Juco Division I:

Maximum number of players on Scholarship = 24. Scholarship can be of any amount (including book money or full ride) since this is based on head count. Scholarship may cover tuition, Room & Board, Books.

Juco Division II:
Maximum number of players on scholarship again = 24. Scholarships are limited (max) to tuition.

Juco Division III:
No scholarships

I believe that D-2 JUCOs can give tuition AND BOOKS.

Very little quality difference between D-1 and D-2 JUCOs which routinely play each other except in the post-season. Some D-2s are more liberal with their 24 rides than some D-1s.

I know D-2s where almost every player has a full tuition ride and some D-1s where they have 50 players mostly on ride slivers.
