Juco question

I saw a post that mentioned Virginia didn't permit a D2 scholarship. I know D2 Jucos at most can cover tuition/books, but not room and board.

@Momball11, you are correct. D2 JuCos can offer books, tuition, and sometimes fees. They can’t offer room and board even if they have s cafeteria & dorms on campus.

So does anyone know if it's still the case with Virginia not allowing a tuition/books only scholarship to a D2 juco player? (See link to post by FoxDad where he said Virginia didn't allow scholarship for his son).
