LB, welcome to HSBaseballWeb.

 

Are you graduating high school in 2016? What division of NJCAA is the JuCo? Different scholarship rules for the different divisions.

 

Verbal offers can come at any time. The only one who can answer your question is the coach, so I suggest that you ask him, "Are you planning to offer me a scholarship, and if so, when?" Nothing wrong with being direct. He could also answer the out-of-state question. Different school systems could have different rules.

Perfect. An NJCAA Letter of Intent can't be signed until January 15, but the coach can make you a verbal offer at any time. Until they send you the letter, and you sign it on 1/15/16, there is no binding agreement. Unless you know older guys who have been through the process with this coach, it's going to be hard to know his timeline. Are you ok with calling him to discuss it?

Yes, a D1 Juco can offer scholarships and a stipend.  In addition to NJCAA, check the state laws.  In VA, for example, a D1 and D2 JuCo can offer scholarships according to NJCAA, but the state (VA) prohibits said "scholarships".  Some JuCo's get around this by offering sponsorships where they discount out-of-state the tuition to almost match the in-state rate.
