Do credits from all Texas junior colleges transfer to all Texas public universities? If not, how can I find out what the limitations are?

Not always, will they all transfer. Usually, each university has a limit of transfer hours from a JUCO, since they are freshman and sophomore hours. You will just need to check with the university you are transferring to (for example, DBU allows 66 hours). Also, schools have articulation agreements in place with different community college systems. Most hours are transferrable up to 60-66 or so. But you have to talk to counselor at the school to get specifics.
