The student athlete has to be invited by one of the participating organizations, and there are only 144 players invited from across the nation. I believe that all of the players have probably been invited, or at least identified for invitations already. They'll be in Cary, North Carolina in just 6 weeks for the Tournament of Stars.
highcheese, the eight teams that compete in the Tournament of Stars include USA Baseball, American Legion Baseball, AABC Baseball, RBI, Babe Ruth, Pony, NABF and Dixie Baseball. In all honesty, it is extremely difficult to gain an invitation to the TOS unless a player has already gained notoriety in prior years. They really do seek the very best 18u talent in the nation, and many excellent players never have the opportunity to compete in the TOS due to the small number of players (144) invited nationally. Not being included is not reflective of a player's lack of ability, rather just how exclusive this tournament really is. It's the best of the best, and there simply isn't room for many capable players.

I hope this link and information help you. If your son is younger, he may still be age eligible for USA Baseball's 16u national championships, which accepts 144 TEAMS in two different venues. Half the teams play in Jupiter, Florida while the other half play in Peoria & Surprise, Arizona.
