The teams with those big rosters are not expecting to play just four games. Most of those guys are pitchers and if they advance deep into the tourney they will need them. And many times kids will go and work just a couple of innings during the entire tourney. And many times this is all that is needed to help themselves and their team a great deal.
We have gone with as many as 28 players including 16 pitchers---they all pitched---in fact one year we had a closer who faced just one batter during the event---he struck that batter out and got drafted the following June---one never knows---this year we have a roster of 19 players including 8 frontline arms and others who pitch as a secondary position

For us our roster number depends on the makeup and the talent available

Though it is possible to have 46 on the roster, this would be a new all time record.

Coaches are responsible for entering their rosters on the WWBA site. Sometimes they forget to delete their old roster and those names appear on the new roster along with those actually on the new roster.

Not saying that is what happened in this case, but that would be my best guess. Looking at the rosters in the program, there are no teams with that many players. However there are a few teams with 30 or more and several others with 25 or more. Many of these teams definitely plan to play as many as 8 games. They are preparing to win the rings!
You also have to make sure, when you're on the WWBA site, that you're looking at the roster for that one event. There is also a list of everyone registered under that team name, and that list is often longer.

Still, some teams list guys who are questionable to attend. Judge by how many they actually have there, not how many they list as maybe going to come.
