I have a question for the umpires and master of the rules.
Situation:
Left Handed pitcher on the mound. Our fastest guy at first base.
Runner is instructed to steal on the first movement of the pitchers right leg. He runs. The pitcher then starts to throw to first and then plants his right leg in between 1st and 2nd. Isn't that a balk? Also, if he makes any movement toward first, without stepping off, he has to deliver the ball to first...Correct?

Although the rules between a RH and LH pitcher, the moves look different so I will address your LH question. When a runner breaks on the LH pitcher's first move, the pitcher can do three things. He can pitch, he can throw to first or he can roll over the rubber and throw to second. If he moves toward first he must throw. Once he stops his leg from moving toward second, he must then throw to first or pitch. If he throws toward second he must land on the backside of the rubber but he only needs to throw closer to second than first. In any of the second options he can choose to feint.
