What is the best way to do long toss to build arm strength?

For a 16 year old, would it be better throw from about 125'-150' on a line or 225'-250' with more loft on the throw. It seems both ways the player would be throwing hard and building strength.

And either way, should we continue to stretch it out as long as he is within a comfort zone? Meaning not straining himself to make the throw.
