Certain kids have always pushed the envelope. Even in the late 70's when I was playing football there were 10 to 12 players on our football team I knew were taking steroids. I was asked to join them but I declined. The same group also took speed for games, black beauties. I know that many of the programs we completed against also had the same problems because our players were getting both Steroids and Speed from players on other teams we played against.

I'm sure even the ancient Greeks had why or thought they had ways to out perform their competition. I'm not even sure money is the primary driver behind performance enhancing drugs, maybe second most of the time but not first.

Look at Barry Bonds; I really doubt that money was the primary driver. Bonds was a Hall of Fame player before he took steroids to the point we all noticed. I loved his ability to produce, even before the huge home run seasons his secondary average was far above the other star players. He would have been paid forever without get huge and going for the HR record.

Something in some athletes drives them to try to be even better.
