NAIA scholarships academic exemption

So I read something about how if an athlete has a certain GPA, his scholarship package won't count towards the teams limit.. Is this true for a transfer student? If an athlete is transferring to an NAIA school and has that certain GPA, will his scholarship package count towards the teams limit?
