Frequently questions are posted about NCAA rules. The answers are generally contained in the manuals for the various divisions, which are in PDF format.

I have found it useful to download the manuals onto my computer(s), so that I can quickly access them.

You can find the NCAA manuals at:

You can also follow proposed legislation, or search the rules database, and find the above links at Rules and Bylaws
This last link is very long so it may not work. You can get to this page from NCAA.org and then choosing Legislation and Governance on the left side of the screen.
