These days players are receiving offers long before the clearinghouse begins their approval process.

He may need to be registered with the clearinghouse before he can sign an NLI, of that I'm not sure though. 3FG probably has that answer.
High school prospects can't receive a National Letter of Intent and official written scholarship offer from a D-I or D-II institution unless they are registered with the NCAA Eligibility Center and have been placed on a school's institutional request list (IRL).

Regarding the question about JC players needing to register with the Eligibility Center, this is necessary for two reasons. First, it is important for the D-I or D-II school to know if the athlete was a Qualifier coming out of high school in order to know what they must achieve academically at the JC in order to be immediately eligible when they transfer to the D-I or D-II. Prospects who were not Qualifiers when coming out of high school have additional academic criteria that they need to satisfy for immediate eligibility upon transfer.

Second, transfers need to go on the Eligibility Center website and complete the amateurism certification questionnaire.

Another rule that will become effective next year (will affect current high school juniors) for players hoping to sign with D-I institutions - not only will a prospect have to be registered with the NCAA Eligibility Center and be placed on an institution's IRL, but they must complete the amateurism certification questionnaire before they can receive an official written scholarship offer.

This last point will also apply to jc transfers starting next year. They will be required to complete the amateurism questionnaire before they can receive a written scholarship offer from a D-I school.
