A pitcher needs at least 4 pitches on the mound to
"prep" his area. Kind of like ****ing on your territory when you go camping so the bears don't come and get you. It also allows the pitcher to gain bioresorbable fixation for musculoskeletal acclimation.

I don't see any other way around it. 4 pitches minimum. They are crazy any other way.

The rule change revolves around when a charged conference ends, and that is now either when the coach leaves the dirt, or the pitcher begins his 8 warm-up pitches. The point of the change is to allow the umpire to improve the pace of the game.

A relief pitcher still gets 8 warm-up pitches.
NCAA 9-4-b
"If a coach or his nonplaying representative goes to the mound a second time in the inning to talk to the same pitcher, the pitcher must be removed from the pitcher’s position for the remainder of the game. The coach is to indicate the relief pitcher to an umpire immediately after crossing the foul line (see 7-2-c-[5]-[b]-[4])"

Of course, if this isn't the second visit to one pitcher in the inning, the coach can actually hold a conference as opposed to just taking possession of the ball.
