If you're talking about the repeal of the texting and telephoning limits, my understanding is that they are on track to take effect in August, but they aren't "official" yet.
Their main impact will be to prevent all sorts of inadvertent violations and other "gotcha" situations.
The biggest impact of these rules these days is that prospects don't get contacted in response to inquiries and often they don't understand why. It can lead to misunderstandings. Doing away with these rules is one of the few instances of sanity from the NCAA in recent memory.
Another plus will be the ease of contacting people as they are coming or going on official or unofficial visits. Much needed.

I like the part where they said they'll announce the regional host when THEY need to and not when ESPN told them to.
