There's a question in that article that wants to know how metal bats are not more dangerous than wood if you have better stats with metal.

Two different points, IMO. We all know that with wood there is one, and only one, sweet spot. With metal, players get hits off the handle or off the end of the bat or other spots except the sweet spot. Many of those 'hits' would result in a broken piece of lumber. That's why the stats are higher but I don't think, in my example, that makes the metal bat more dangerous.
The ban is only for the schools in the NY City area (5 broroughs) The rest of the state including Long Island has not made the same decision. This ban will only effect a very small percentage of the schools in the state.

For the folks here, it would be similar banning wood bats only in the schools in Chicago.

I believe it was a positive statement. We'll see where it goes from here.
