The PGcbL and NYCBL league used to be one. The PGCBL, broke off, they did not feel the other teams took Baseball as serious. The PGCBL wanted minimum Stadium standards etc. 

The NYCBL, has players from many D1 mid majors and D2 and D3 colleges.  Research each team well. Some offer host families, and are not very costly. Others put kids up in Dorms or condo's and are very expensive. Before My son Went to OWU, they used to send quite a few players there. I fully expected my son to end up in that league, so I did a lot of research. They send few there now, however that is not for issues with the league. It is more that the coach has built relationships closer to Home, in the GLSCBL and The prospect League, that he did not have in the past. 

I have known quite a few kids who have played there and have not heard a complaint. They are part of the NACSB, same as the Cape, Atlantic, and Great Lakes. Good league for a freshmen. It is not the Cape, but I have not heard complaints. 

My son played with the NYCBL Syracuse Spartans this past summer. He's a rising junior at a top 20 D3. Fantastic host family, good coaching staff, enthusiastic GM, nice facilities, gym membership, charter bus for games 1+ hours away (max 3 hours), mostly great CNY summer weather.
League commissioner Joe Brown is a D3 coaching legend (SUNY Cortland). Teams played 42 games, and the championship game was on July 30th. My son said the level of play was comparable to what he saw during D3 Regional playoffs, so higher than during his regular season. Nice mix of kids mostly from the northeast and midwest, but some far flung guys, too.
Each team sets their own fees. My son's team was more expensive than I was expecting, but for a team/league that doesn't draw many paying fans, I thought it was fair.
