I don't know what the NAIA does. The NCAA limits are for the entire roster. What a player receives may vary from year to year. Some programs don't expect players to stay for senior year. If the scholarship is removed senior year the odds are small a starting player will transfer. There is a very successful coach known for yanking scholarships after junior year if the player returns for senior year. Recruiting is based on the assumption draft able players won't return.

It's 12 full if fully funded broken up into as many players as he can, for the entire roster

No program in any division offers 1 full ride. 

There's an art to recruiting.and figuring out the number

Not too many coaches can accomplish that.

It doesn't have to be for anyone if he chooses. In DI only 27 players are allowed and minimum is 25%. All divisions have different rules. No one makes anyone give anything. 

I am not as familiar with NAIA.
