Runnerfrom 2nd rounds third on a hit to left, and stops. The throw goes home and as the runner returns to third, contact is made with the 3rd baseman. No play is made on the runner who returns to 3rd safely. Is there obstruction?
Not really enough information here. What do you mean by "contact"? 1)Slight bump between runner and fielder when runner is almost on the bag. Probably no obstruction. (or none that I would call) or 2) Fielder is intentionally blocking or holding the runner in the anticipation that the catcher will throw the ball and they can get an out? Probably obstruction. or 3) Something in between 1) & 2)?
What do they say no harm no foul. Since there was no play on the runner common sense would say nothing. years ago I umpired for a few years and the best piece of advice I received was from a veteran umpire who said common sense will get you out of trouble more times than the rule book.
