Batter pops up between home and first. Pitcher comes over to baseline, reaches for ball, Runner knocks pitcher down, ball falls to ground in foul territory. Runner is in the base path. Is this obstruction and batter out?

The batter-runner is out, because a fielder is given priority over the runner to field the ball.
There is a convention which is used in baseball rules. The offense interferes, and the defense obstructs. (The only exception I can think of is "catcher's interference")
So this is interference, and the batter runner is out.

FED is the only code that calls it catcher's obstruction.
