16U travel game...runner on first, one out. Batter hits a flare over the 2B's head. The 2B calls "I got it, I got it" and the runner, not wanting to get doubled off, slams on the brakes. Ball falls safely into right field for an apparent hit but the RF fields the ball and throws to second to force out the runner.

Umpire immediately calls the runner safe. He said it was obstruction, then he said it was interference. He wasn't sure, but he certainly didn't like it.

What's the call?

This will depend on what rules you were playing under...

Under NFHS rules this is verbal obstruction.....and subject to award of the advanced base...

NFHS 2-22-1 official interp of HOPKINS states
" any verbal decoy, such as "I got it"..is obstruction.....

However, Under OBR this is a legal decoy.........

HTBT, but even under the fed I probably got nothing, need more info, like was this a tweener and RF called off F4? How deep was the ball, did F4 have a shot at the ball, if it ain't deep enough R1 is hung out anyway. The fact F4 calls it and doesn't take it, would only IMO, have any bearing if say F4 was standing on the bag or running towards the infield, in an actual decoying move, if he's going back making a play, nothing.

I agree, that would be my judgement too, but this ump obviously thought that wasn't the case. It may have been bad judgement (I wasn't there so I will refrain from guessing about that), but his application of the penalty for the rule that was broken (assuming his judgement was good) is just fine.
