OFFERS BEFORE DESIGNATED NCAA TIME

I have a son that is a junior. He received a lot of questionaires from several collages. He has not had a direct contact with any coach. I keep reading on this forum of offers as soph. and in junior year. This seems to me to be a violation of NCAA rules. Am I just not seeing something?
