Heres the scenario.Im catching,runners on 1st and 2nd,our pitcher throws a wild pitch off to the left.The runner from 2nd attempts to steal third.When I get the ball and Im ready to throw from near the backstop,the on deck batter was in my way and didnt move.Now I ended up throwing him out anyhow,but does the on deck guy have to clear or not?

Is that actually written in the rules, or is it simply a convention that's always followed in baseball?

In a 12-year old game last year the layout of the field was such that the on-deck circles were quite close to the batter's box. The opposing coach instructed his on-deck batters to use whichever circle was on the back side of the batter.

Our team didn't really like it, but from a safety standpoint it actually made pretty good sense.

This is the kind of stuff that has encouraged me to stop working kids games. I just don't want to deal with the hassle.
