optioning a player
Is when a player on the 40 man roster is sent down to milb. He can be optioned many times but only for the first 3 years of his career.

Outrighting a player
Is when a player is sent down who is not on the 40 man roster.

Designated for assignment or DFA
Is when a player is removed from the 40 man roster.
The the team has to, within a certain amount of days either return him to the 40 man, trade or release or outright to minors. You can only DFA a player if the 40 man is full and a player needs to replace him asap.

There are a couple of other things that go along with these scenerios, for instance in the case of Wagner, you may have heard the expression he was claimed on waivers (any team can claim you). First I do beleive he had to be outrighted. The fee is 20K I think, follows a process, am not sure who pays his salary and it's a bit more complicated but you get the drift, I hope.
John Smoltz, designated for assignment, essentially meant he was kicked off the 40 man roster.
