As a general rule, schools cannot just give in-state rates to out-of-state baseball players. States have laws governing who can get in-state rates, and the NCAA considers it an athletic scholarship if a non-resident athlete gets in-state rates through any program not available to non-athletes.
It is possible for Georgia residents to get in-state rates at some state schools in other southern states if they major in something not available at a state school in Georgia. However, it's not easy to find a good academic/baseball match through this program. Sometimes it's possible, but these stars don't often align.
The search feature on this site appears to be down right now, but when it's working again, use the "find" button to search for "academic common market."
Or you can PM me.

Thanks Swampboy! I have done a very detailed search in then Common Market program looking for the fit you are referring to. With so many majors offered by UGA and Ga Tech nthere aren't many options. So far my research has turned up programs at Western Ky., USC-Upstate and La Lafayette that offer tuition waivers to any student not just student athletes. This is the type of info I am looking for. It's very time consuming but I will press on. again thank you for your input!
