This should be interesting.  I suppose someone will have some scientific data with some relevant info but I sure have seen the full gamut.  I've seen kids in our program as young as 15 that are pretty darned quick and I know of several college kids who are running faster now than they ever did in HS.  I think Mr. Bolt is 30 and was still winning olympic gold medals last year.  It seems that the fastest times are set by 2nd to 3rd year college guys, so I would guess 21-23.

Peak Speed is probably reached at Age 20 but after 15 the Progression really slows down and gains usually are marginal unless you had a really low General Fitness Level before that.

however Sprinters do improve quite a bit after Age 16, the best 14 year olds run 11 seconds basically as fast as the best women, the fastest 16 year olds run like 10.5 and the best 18 year olds run 10.1.  the best men run 9.8. 

 

so basically the curve is like a logarithmic curve.
