At the very least, the Mitchell report should show us PED Testing is mostly useless. How many guys named in the report were 'caught' by testing? Almost none. They were only identified by outside investigations of Labs/Rejuvenation Centers/clubhouse personnel. I suspect that's how most guys in the future will be caught as well, since PED testing can only identify 'detectable steroids' and not HGH or any undetectable steroid/HGH science experiments that have been created, and whose use is not yet known by the experts and the public.
Of course, this makes it easy for Clemens and others to say "well I never tested positive". However, any sensible person can see that McNamee testified that he gave him steroids in 1998-2000, before testing even began. And of course there's still no test for HGH. So a lack of positive tests for these guys really means nothing.
I think the "Investigative Unit" (or whatever it's called) that Mitchell recommended will probably end up being the best thing to come out of the report. That's how most guys will be caught in the future, IMO.
